North Dakota - You need to register your aircraft in the state of North Dakota through the North Dakota Aeronautics Commission under a business in north dakota. http://www.nd.gov/eforms/doc/sfn11627.pdf

Good for 1 year 

Allow 2 - 3 weeks for processing, North Dakota does not issue on-demand licensing and you must have a "North Dakota License" to apply restricted-use chemical.

The only way to get a license instantly is to take the tests in Fargo at the NDSU extension center.

South Dakota

Reciprocity - You must test in a state that physically borders South Dakota
